2026 年 8 月 31 日至 9 月 2 日，来自图伯特、美国、加拿大、英国、德国、荷兰、 澳洲、日本、台湾、印度、南蒙古的学者、专家、中国民主人权活动人士齐聚印度达 兰萨拉，参加由藏人行政中央驻北美办事处和图伯特政策研究中心举办的《民主中国 与未来图伯特论坛》。 本次论坛以《民主中国与未来图伯特论坛》为主题，旨在围绕民主、人权以及图伯特 未来相关议题开展坦诚、深入的对话与交流，增进图伯特人与华人之间的相互理解与 信任。论坛希望通过持续的沟通与务实合作，建立可信、持久的伙伴关系，并共同探 讨和推动具体的非暴力倡导策略与民主转型路径，为中国民主化进程以及藏中冲突的 和平解决凝聚更多共识。 经过两日的主题演讲与深入讨论，与会者就相关议题达成以下共识: 一、承诺将非暴力作为共同基本原则 各国学者、专家一致认为，非暴力是寻求解决藏中冲突的基本原则。第十四世达赖喇 嘛尊者长期倡导的非暴力抗争理念，其重要性和现实价值更加凸显。因此，图伯特人 与华人共同坚持非暴力原则，是双方不可推卸的责任。 达赖喇嘛尊者始终秉持通过对话与非暴力解决冲突的理念，并在长达七十多年的藏中 冲突寻求和平解决的过程中，一贯坚持这一原则。在中国，刘晓波先生等有识之士也 曾倡导并实践非暴力理念，推动非暴力抗争原则在中国社会获得更广泛的认同。 基于上述共识，论坛与会者一致承诺，将非暴力确立为共同遵循的基本原则，并以和 平、理性和对话的方式推动相关问题的解决。 二，制定民主未来的共同愿景 全体与会者一致认为如今的中国政府越来越走向极权独裁，以及全球非民主国家之间 的冲突远远高于民主国家，民主国家的公民之生活质量、幸福指数远远高于非民主国 家事实。民主体制国家间解决问题更容易接近和平、非暴力，具有阻止生灵涂炭的最 大保障。因此，推进中国民主化是不可推卸的责任，且迫在眉睫。为了规划制定中国 民主化的未来，以及深化转型图伯特民主体制，为理性、非暴力解决图伯特和中国问 题奠定基础，特别强调以下三点: 流亡图伯特人与中国民主运动组织、个人交流民主经验。 介绍并推广流亡图伯特的民主实践。 推动中国民主化进程。 三、加深对图伯特民主、历史、藏汉交流及“中间道路”政策的理解...
